Ruling party in assembly and in govt should not be same. Main opposition party in assembly should not stall proceedings and go to speaker podium. These three points need be kept in mind to discuss public issues and speak opposition voice. There must be order in disorder as there is disorder in order. Purpose of law-making body is different from that of purpose of govt councii of ministers meeting. Here in assembly,opposition has more freedom than ruling party.
