For example, a thief can be better lawful among people who are all(two-thirds) thieves. Pl.note only one-thirds people can never be thieves at any given time. Becuase without imperial status to any giver,there can never be LEGAL(lawful) TAKER.So system will never be illegal and immoral beyond two-thirds of its subjects "at any given moment of time".
