Those who are ruling world(city/district) are always being SAME to SAME by APPEARING as different. Those who influence world(city/district) are always being DIFFERENT by APPEARING SAME to SAME. So those rule public should not aspire to be brilliants as they appear different as brilliant to brilliant while being SAME to SAME for public.
