Govt anarchy is natural and inevitable when people are anarchist and reactionary. When people don't have faith in their elected people and their leader,is it not anarchy and reaction (ignorance) ? One can't simply be anarchist and reactionary without reason against govt. Govt provides ways of showing dissent by keeping addresses of heads of depts in public for people's participation in everyday governance. If people are not using addresses of heads of govt to redress their grievances against govt ministry decision,it is people's lack of duty in governance but not govt lack of duty in governance? Governance is for morality(consistency against adverse questions). If immoral people wants to perpetrate immorality in governance of India,govt takes care of those immoral sections of people by arresting in concerned police stations and law court jails. All people morality(consistency against adverse questions) should not suffer for the sake of some sections of people using public imagination.
