Ignorance means lack of self. To explain it further,if any voter citizen raises a public demand through his/her group/association/union,that group/association/union should make draft memorandum to be discussed with concerned public dept HOD. And amicable solution will be only at every next numeric thing "by avoiding every first numeric thing". Important ! If any group/association/union seeks to solution at every first numeric thing,then group/association/union will be made to sit in power of public dept "to self-realise offence of seeking solution for public demand at every first numeric thing" . Seeking solution at every first numeric thing will be crime from public side WHEREAS prosecuting any first offender will be crime from govt side. Pl.study in-depth.
