Vijay Prasad malla ! As there is no moral guideline by RBI against collecting public money,how can you collect public money by unaccountability ? RBI need not give guidelines to everything about public money because being Public morality while being lawful to lawful solves "being lawful" like you personally wrong character/s. So ultimately you personally wrong character people must commit suicide even though public appear as personally wrong character.
