But busienss(public) adminstration has got thefts and ignorance. So naturally mediocrity faces mediocrity as its adversary. Ignorance faces ignorance as its adversary. And theft faces theft as its adversary. That means Indian policing is just exigency but has never been and will never be DUTY.
