Yes ! Any characterless and lack of good quality govt can't make people as sensibles among themselves as it lacked sense. One can't give thing which he/she doesn't possess. And one talks more about thing which he/she didn't possess. It is natural.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
