Root cause for public scams is rotten-mindset which means lack of internal enquiry and external explanation to anybody allegation /accusation. LITERACY IS NOT JUST ABILITY TO READ AND COMPREHEND MATTERS. LITERACY IS BEING SELF-KNOWLEDGEABLES ABOUT READING AND COMPREHENDING MATTERS.
