Social is fourth order. In fourth order,issues like extremism caused by self-ignorance and adamant-mindset caused by corrupt-mindset can't addressed by either self(personal-mindset) or other/s(social-mindset). So it takes two to solve both social anarchy and social reaction by themselves.
