For any public issues,govt solution is supposed as being as not and not as being by seeing oppurtunity in calamities. Youth should know that if govt goes on solving people's problems,people will create new problems.So any public adminstrator basic principle is not to solve all problems at any given moment of time. Then only people limit their problems to some extent at the end of part two.
