As law-courts and ignorance are getting vanished for lack of litigants,hospitals and temples get closed for lack of illnesses and weak-mind among people consecutively.

Law is in society. And law-making lawfuls for constituting assembly are from society.
Assembly is authority for "legislation making" among its people.
Law court is authority for just "interpretation of law" among litigants.
LAW INTERPRETER CAN NEVER CLAIM TO BE ORIGINAL LEGISLATOR.
