So a person should talk with PAST CONTINUITY IN PRESENT to claim power.
PAST CONTINUITY IN PRESENT can absolve reaction successfully that arises afterwards.
PRESENT CONTINUITY IN PRESENT can't withstand reaction that arises afterwards.
