ENFORCE CASES ON THOSE WHO PAY DRUNKARDS.

Like tax deduction at source by incometax dept,excise & prohibition dept need enforce CASE-FRAMING-AT-SOURCE on those paymasters who pay money to drunkards.
త్రాగుబోతు లకు డబ్బు చెల్లించే వారిపై కేసు లు నమోదు చేయాలి .

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
