Corruption or rotten-mindset is "lack of social(LITIGANCY)(knowledge which seeks self)". Corruption or rotten-mindset is nothing to do with governance which is representative democracy. Of course,Indian national congress election manifestos said about elimination of corruption or rotten-mindset. Pl.note that no timeframe was given for elimination of corruption or rotten-mindset as power is success at the ultimate(the end of the end) AND .NOT .BEFORE THAT. Governance is social being personal whereas corruption is because of lack of LITIGANCY among public.
