When wrong(crime) and extremism(self-ignorance) are ruling for long,that means right(law) and moderate(self-knowledge) rules at the ultimate. Pessimism,oppurtunism,escapism and regression are ignorance. Because great things happen after people are made great for great situations.

Both centralisation and decentralisation in running public affairs are wrong.
Only regional-central approach is the right way of running public affairs.
