System basic characteristic is stability(without any altercation) on and on....towards.forever. So to ensure system stability anywhere in world,AUTHORITY is evolved by its natural process of law. That appointed AUTHORITY by name is entrusted with duty and power of ruling its people social-morality(consistency against adversaries questions) on permanent basis towards system(law) stability. How can any/group of citizens rule authority TO DO ? It is anarchy(antisocial). And anarchial-systems of rule in history were succeeded naturally by either imperial systems of rule or democratic systems of rule. ANARCHY IS FEAR. FEAR SHOULD BE OVERCOME BY HAVING SAME(FEAR) WITHIN. And m k Gandhi overcame anarchy(fear)(living in jungles) through mind-discipline "for belief in the ultimate(truth) than belief in the end(deception)". .

పౌరుడు తాను "తనకు మరియు ఇతరులకు" చట్టబద్ధముగా నడుచుకునే భాద్యత (స్వేచ్చ ) కలిగి ఉంటాడు -కలిగి ఉండాలి -ఎందుకు కలిగి ఉండలేడు ?
పౌరుడు తన ఇతరులను "తనకు మరియు/లేదా ఇతరుల ఇతరులకు " చట్టబద్ధముగా నడుచుకునేలా భాద్యత(స్వేచ్చ ) అనేది "అధికారి ప్రమేయము లేకుండా" కలిగి ఉండలేడు -కలిగి ఉండరాదు -ఎలా కలిగి ఉండగలడు ?
అలాగే పౌరుడు "అధికారికి చెప్పి వివరణ ఇచ్చే స్వేచ్చ " కలిగి ఉంటాడు.
అయితే పౌరుడు "సదరు అధికారి నిర్ణయము అనేది తన వివరణ/మాటకు లోబడి ఉండాలి " అనేది అరాచకము (అర్ధ సత్యము ) అవుతుంది కాని ప్రజాస్వామ్యము (పూర్రి సత్యము ) ఎంత మాత్రమూ కాదు -కారాదు -ఎలా కాగలదు ?

When there is no knowledge(which seeks self or sensible mindful voice)(literary words) to any mathematical or biochemical law,then it will be either self ignorance or social ignorance. So information thus obtained in other/s must be complexed(adverse) with self(sensible mindful voice) by applying one's mind on his/her mind again towards goal of equality(peace),love(retaining self as self in other/s) and truth(which solves deception appearance as deception can not stand against adverse questions). Law in universe is one. That law is being lawful only to lawful as society matures. That means any voter can question universal law. But no voter can rise above universal law. Pl.note that any public questioner goal is to be public solution which means being public question to public question within self. Simple ! Govt audit looks after itself. And people(individuals) will looks after their audit "by being in groups/laws/parties". Govt is party to all diverse parties.
