If both personal matters and professional matters are corrupt,then social matters will make public as "good quality personals with good feeling professionals".

BAD QUALITY is inability to be both social(knowledgeable) and antisocial(ignorant)-to-antisocial(ignorant).
BAD FEELING is being good with bad and bad with good to prevail good with good and bad with bad.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ?
