The word"central" means Union of all state govts. When any person talks about central govt without taking all other state govts into account will be POLITICALLY FOOLISH.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
