      In the same way,other municipalities and civic corporations need conduct referendums about whether part-term or full-term civic chiefs are to be elected.

    CIVIC BODIES MEANS REFERENDUMS OR OPINION POLLS ON ISSUES.

    If civic bodies have long-term(20 years) planning on civic issues,then state govts heads can be made responsible on day-to-day issues.Isn't it?
