Congress a democratic party, must issue passes for AICC session

Asking for issue of passes for AICC session is one thing.Introducing to pass resolution on samaikya-andhra in AICC session is another thing.
AICC session introduces and passes resolutions only according to SOCIO-POLITICAL(external affairs),SOCIO-ECONOMIC(economic affairs) AND SOCIO-RELIGIOUS(political affairs) SITUATION on current affairs.

Telangana issue is not current political issue from SOCIO-POLITICAL(external affairs) ANGLE.
So delegates to AICC should be screened on knowledge of AICC session resolutions.
Hence passes can't be given to samaikya-andhra leaders.
