Govt is neutrality away from negativity and positivity BY POSITIVITY.
Governance is for(by) lawful(mindful) voices.
Governance doesn't and need not respond to criminals(both by intellect and result).
Governance is rule by(for) reaction. 
POLICE IS FOR(BY) UNLAWFUL VOICES.
POLICE DOESN'T AND NEED NOT RESPOND TO LAWFULS(BOTH BY INTELLECT AND RESULT).
INDIAN POLICE IS REACTION.
REACTION SHOULD NEVER BECOME RULE.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
