Let's be pragmatic.
I don't think that disciplined mind is much difficult for insurgent minds and mediocre minds to avoid anarchy.

For any law enforcement,there are two sides.1.tight side and 2.slack side.
If law is matured,it is naturally respected without
any enforcement.
So liquor prohibition doesn't work.
Police must self-realise their anarchy of social anarchy(opposition).
If police speak with their heart to other's mind,then illnesses vanish.

If law court judges self-realise their feeling is bad,then terrorism vanish.
