Police system beyond 6000 years ago didn't exist.
WHEN SOCIAL DECEPTION STARTED TO TEST HUMAN DISCRETIONARY ABILITY,SOCIAL NEED FOR POLICE STARTED.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ?
