It must be changed into social(leading-indian) democracy.

So INC elected leaders will be sons/daughters of their fathers who paid income-tax.
Genetically also it is right that child of income-tax paid father will be eligible to be elected leader. 
Businesspersons ideally pay only sales-tax or entertainment tax.So they are not eligible as rulers.
