Minister is responsible to people but not to CM.

How can a minister say that he is not responsible for issuing G.O.? AP Revenue minister Dharmana prasada rao gave signature to vanpic land allotment G.O. then 'to protect his minister post from then CM Dr.YSR'.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
