DIVIDE-INCLUDE-REDIVIDE-REINCLUDE heat & mass system to be same DIVIDE.

We the people didn't have true democracy till may/june 2012 A.D.Still we have monarchy(imperialism) in the garb of democracy.If AP state is to be DIVIDED into telangana  and non-telangana states,then hyderabad city can be capital city to both regions.It is by principle that we can DIVIDE-INCLUDE-REDIVIDE-REINCLUDE two regions of AP state to be same DIVIDE.
