Public adminstration authority must be dynamically DECENTRALISED to centralise AND CENTRALISED to decentralise at DISTRICT/CITY LEVEL in india.

DISTRICT/CITY CONGRESS COMMITTEES must be given DECENTRALISED POWERS by strong characters & influence of true secular hindu leadership in india.

AL-QAEDA leadership must be decentralised at DISTRICT/CITY LEVEL in world.

Then black money(by blackmail),imperialism(by conspired thought),lawful becoming gods & social contact as personal(PIG socials eating shit & moving in convoys) will disappear in entire world.

Above four problems gave birth to crime world.

Only congress philosophy & its true secular leadership at DISTRICT/CITY LEVEL can eliminate crime world.
