For that,one should have personally right character being good with bad and bad with good at first while having good quality being lawful only with lawful. Either lack of character or lack of good quality will not make people as rich(sensible) among themselves. So either Nara Chandrababu or narendra Modi or Indian police or US govt will never make people as rich(sensible)(brilliant) among themselves. Pl.note being self brilliant does not make people as brilliant among themselves. Only appearing as bad in world dynamics will retain people as self brilliant among themselves.
