Landlordship may be unlawful(criminal)(EVIL thought) but certainly NOT IMMORAL(inconsistent against adverse questions). Half-truthful society which is immoral-legal will naturally get half-truthful landlordship rule which is moral-illegal. What's wrong in it ? For immoral-lawful people and their police,only moral-unlawful landlordship is natural phenomenon.
