Govt.officers in 32 departments need serve poorest of the poor by taking Rs.1 lac per month on average. If not so,why governannce? Govt.& temple are just means for social homes. Govt.face is police. Why police,hospital & school in village? Govt.budget need do subjective for objective to be subjective again.
