Engineering is mature social system evolved from mind and body.

There are some(say 256 true) systems in society.
An engineer first duty which is not visible but felt is to control systems.
At next,engineer has to devise power(truth) for controlled systems. 
At last,engineer has to design machinery for controlled systems.
Ultimately,engineer has to build structures for controlled systems.

 Structures build may be visible and/or invisible.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
