Engineer-public-police relationship

An engineer works on four platforms.
1.physical;
2.psychological;
3.social;
and 4.spiritual.

 And two important things to be noted by general public and their police is that 1.ENGINEER IS NOT ATTACHED TO ONE COMPANY/DEPARTMENT.
2.ENGINEER SHOULD NOT BE QUESTIONED BY PUBLIC OR POLICE.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
