AP people need know about other states,their people and leaders "before knowing about central govt adminstrative procedures and legislative procedures". Without knowing other organs in human body,how can one know about head(central nervous system) working ?

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ?
