Face visibility is as important as mind(word) sense. Word "state" means in India is face visibility. That means when both are two sides of same coin,that both may be or may not be same to same while being different. అయితే రాష్ట్ర ప్రభుత్వము అనేది ఆ రాష్ట్ర ప్రజలకు ఎక్కువ భాద్యత (అధికారము ) కలిగి ఉన్నట్లుగా కనిపిస్తుంది -కనిపించాలి -ఎందుకు కనిపించదు ?
This is because of need for reality being virtuality in governance.towards morality(consistency against adverse questions) among people.
