     IT IS POLITICAL BECAUSE KILLED PERSON IS FORMER PRIME MINISTER WHO WAS JUST GOING TO BECOME PM AGAIN.

    IT IS LEGAL BECAUSE KILLER IS NON-INDIAN AND LONGEST SERVING PRISONER.
