Governing is neither policing nor judging people. Governing is BY policing and judging of people. So govt does not act policeman whenever and wherever a wrong happens. And govt doesn't hear arguments and evidences of people. Govt is complexity(adversity) between policing and judging people. Govt IS PRECISE to solve self-deception of judge and self-ignorance of police.

సమాజ వ్యవస్థ తన ఎన్నిక ల ద్వారా చట్టము తయారు చేసుకున్న దానిని అమలు చేయుట పోలీసు చట్టము .
     ఉదాహరణకు అప్పు తీసుకుని తిరిగి వాయిదాలు చెల్లించకపోవటం నేరంగా "కనిపించినా " అప్పు ఇవ్వడము "మాత్రమే "నేరము .

ప్రభుత్వము అనేది ఒక మనిషి యొక్క జ్ఞాన(తిరకాసు ) పరిపక్వత .
అయితే ప్రభుత్వ అధికారము అనేది ప్రజలు అయిదేళ్ల పాటు ఎన్నుకునే వ్యక్తి యొక్క పేరు ,మైండ్(విధానము )  మరియు చేతి మీదుగా నడిచే వ్యవస్థ .
