We need law against unlawful activities of political parties. How can a criminal headed party which was being in opposition to be again in opposition calls for Bandh of state ? Democracy is being and making self-responsible to self. Democracy is not being and making other/s as responsible to self. Let's be proportionate sensible in dealing with crime. If you thieve small thing,you are getting arrested. If you thieve public mandate by calling for Bandh even though you are not elected to power and got defeated again,you are not getting arrested. It is travesty of justice.
