So Indian police 5 level social hierarchy need be made both directional and relational in their communication-network/s. Every policeman should be made to police other two policemen by directionally and relationally.Otherwise criminals are caught but can't be brought to justice for want of concrete evidence because a criminal who is caught by a policeman can get away without punishment by other two policemen discretion. Or a law.court which believes in its conviction can't punish that criminal for want of higher law courts discretion. In my view,every policeman who is policing every other two policemen work is also judge.And a lower court which convicts criminal is also high court and/or Supreme Court. As a judge is the judge on case,how can accused-becoming-convict by lower court dishonour lower court by applying to appeal against lower court in higher courts because accused-becoming-convict argued his case before lower court judge against prosecution enough in delivering punishment.

Law characteristic need be as much self-respected as much fearful.
Law-makers in India are perfect in their work.
Only law-enforcement lacks litigant-sense in their abstract-mindset.
