Public leader who leads govt and its people is always reverse elite over public representatives. Public representatives uphold reason. Public leader uphold logic. There is public representatives act.But there can't be public leader act because system(govt) can't enact act on its own. An act is done by system(govt) for public order.So in mature society,an act need not enforced but is naturally honoured. At present,law-making public-representatives and public leaders are doing good job.But problem is in law and law-enforcing lawful beings.
