Power is centralised just for public convenience.
But power is,has to be and will be decentralised among 5 levels/ranks in society.
So one has to aim at no.5 level/rank "to make all others as no.1" and "to prevail self as no.1 level/rank " in this ever-dynamic world.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
