Main problems are 1.abstract-mind with lack of lateral thinking,2.divisive mind with lack of inclusive thinking,3.self-other with lack of the-other-side of self and 4.'why-what are you?' with lack of 'how are you?'.

Solution is 1.police enforcement of native living for every next 4 months over last 4 months in a year and 2.public enforcement of nonlinear(consistent) mind by informing police about criminal people who have repetitive thinking.
