Difference between state police and (ACB/CBI)

State police need believe in reactionary-imperial-antisocial forces within their self.
So they can't prosecute their political masters.
Only CBI & ACB can do it as ACB has no reactionary force within their self and CBI has no imperial force within their self.

Yes! Vijay Mallya is declared "wilful defaulter" by ED and Banks. Does it mean that vijay mallya has duty to give answer to Arnab goswami questions ? Why don't media think that Vijay Mallya fled India because of heat caused by media ? Does Vijay Mallya have duty towards govt ED,Indian law courts and banks or towards Arnab goswami ?
